A overall 1% error in government budgets is considered normal. These numbers are astronomical. How can you do a proper evauation of numbers with figures like this. All spending needs to be a approved by congress. It look like there's a whole lot of money flowing in and a whole lot flowing out and completely outside the rule of law.
