SPARKs of Success thru Upward Bound with Phyllis Gray

For 46 years, the Luther College Upward Bound program has served thousands of teens in northeast Iowa to improve their academic skills, gain the confidence to pursue post-secondary education, and navigate the process of program selection, enrollment and financial aid. I was privileged to work in this amazing program for nearly 20 years. They are among the eight Upward Bound programs in the state of Iowa that, just this week, received notice from the federal government that they are defunded.
