Every living person has a longing in their heart that can never be satisfied without the New Birth, yet to say that you are a "born again" Christian is actually very redundant. It's like saying wet water or that a tornado's windy. The point is that if you are TRULY a Christian then you are born again, and if you are not born again then you are not a Christian. And this ties into our eternal security and exposes the stinkin' thinkin' of those that claim a true believer can loose their salvation.
