Allen Dulles (former CIA director) supervised the hit.

Former CIA agents, the head of the Secret Service James J. Roley, J. Edgar Hoover and the Joint Chiefs of Staff were in on the planning of the hit. LBJ knew of the hit but had nothing to do with the planning of it.
