ARE THE CASES AT PENNSYLVANIA’S LUZERNE COUNTY JUVENILE DETENTION CENTER AND COLORADO’S PUEBLO COUNTY EL PUEBLO BOYS’ AND GIRLS’ TREATMENT CENTER just a few bad apples?  Or are they parallel schemes run by government officials to traffic children for federal funding and personal gain? How widespread are these types of “heads in beds” juvenile institutions? Are Colorado and Pennsylvania the only two states? And just how much are local government officials and other affiliated businesses profiting from them?

Judy Lorah Fisher of Luzerne County Kids for Cash “fame,”  Lisa Mitchell out of Weld and Pueblo Counties in Colorado have been instrumental in the closings of two juvenile centers, one a detention center, and the other a “treatment center.” They will be talking about the parallels between juvenile detention and mental health facilities across state lines.  The issues involved affect children from birth to majority and beyond, not only in juvenile court, but family court as well. Matthew Miller, a victim of Judge Mark Ciavarella's scheme will join us as well.
