It doesn't matter if it is a society of sophistacation or a society that just emerging , one group will be the ones who are ruled or the people who do the ruling. One could also say, in this regard, if you say organization you also say Oligarchy. Can nonelits become an elite? Yes they can but only if they show soverignty and committment to the ruling class.
