The School of the Americas (SOA) is a combat training school for Latin American soldiers, located at Fort Benning, Georgia. In 2001 renamed the Western Hemisphere Institute for Security Cooperation (WHINSEC). They changed the name in an attempt to take away the negative assocation with The School of the Americas and that attorcities comitted by their program. However under their new name they still exert their influence, and support or have suppported some of the most notorious dictators and despots in latin america.
