Denizen - a foreigner allowed certain rights in the adopted country. Citizen - a legally recognized subject or national of a state or commonwealth, either native or naturalized. Puerto Ricans got their wake up call after the events of hurricane Maria. While help is JUST RECENTLY increasing there, it took way too long and enough efforst were not made with a sense of urgency to respond to this catastrophe that one US general that's on the ground says is "the worst catastrophe he's ever seen.
