I'm trying to understand how it is that a government entity can change the rules in the middle of the ball game, as well as how it can also have a different set of rules for a different set of people?

REALLY?? In the year, 2016 we are still dealing with "the good ole boys" type government, regardless as to the color or race of the leaders of these governments?
